The purpose for the external evaluator of Preface is to implement process
oriented evaluation, a formative evaluation. This means that evaluation aims
are, to constantly improving the quality of the project and illuminating how
the co-operation and networking is developing in the transnational work and
the work of the national focus groups
Process evaluation, support to project improvement and learning:
Formative process evaluation is evaluation as a support to project improvement
and learning. "Formative" indicates that the purpose of the evaluation
is to improve the process; its counterpart would be "summative" evaluation. - A chef cooking a soup, and now and then tasting and adding ingredients
to make it better is doing a formative evaluation of the food. This evaluation goes on during the process, and the purpose is improvement of the end
result.
- The restaurant guest who eventually gets the soup to her/his
table, tastes it, and then makes the summative evaluation - was it good or bad in the
end? This evaluation can approve of or reject the result, but it cannot change it.
External evaluation responsible:
The external evaluator of this project is Internationell kompetens, a Swedish
company with expertise in development projects - national and European, process
evaluation, gender perspectives, regional development and women's enterprising.
All national co-ordinators is responsible for gathering data from their respective
country according to the indicators for measuring project success.
Interactive web based evaluation model:
The project will build a unique evaluation model for continuous evaluation
of the project activities. Participants and organisations in eleven nations
will contribute with their views and suggestions along the project period.
The first evaluation report was made in May 2004. It is based on:
1. the interim report to the Swedish National Agency of Leonardo on the work undertaken by all partners of the PREFACE project during the first phase starting with the first transnational meeting in February 2003 until May 2004.
2. two surveys that mirrors the reflections from the partners and their network. The first survey was done after a conference in September 2003 attended by key actors from the participating countries. The second survey was targeted to the project leaders in eachparticipating country in May 2004.
For evaluation a survey was used performed via internet and/or Email which is one of the possible evaluation tools:
'The evaluator creates a dialogue that is sent out to the key actors and/or to the national coordinator in each country. The tool is adapted to the partnership of PREFACE and the surveys gives, if wished for, a continuously information on ongoing activities in the different countries.'
